Shinnecock Canal closed!!

At the risk of embarrassing myself; if the Lock Doors can be chained open for boats to pass why have a Lock at all? I’m sure that I’m missing something.FWIW,I'm not an engineer but I read that It's more work to dig a trench deep enough on both sides of the canal to compensate for the difference in terrain level.

FWIW,I'm not an engineer but I read that It's more work to dig a trench deep enough on both sides of the canal to compensate for the difference in terrain level. Thanks for the reply. My question was based on a previous post and that is what caused my confusion.
“According to news 12 it is an emergency repair of a broken hinge and the locks are chained open for boats to pass”.
