Here is the answer to perhaps the most misunderstood reg.:
does a boat leaving from NY and catching a fish in Conn follow NY or Conn regs?
A tad incomplete, but accurate.

When fishing in Connecticut waters, you must follow Connecticut's fishing regulations, regardless of where you are from. Each state has its own set of rules and regulations for fishing, so it's important to be aware of and comply with the regulations of the state where you are fishing.

pretty good but does not confirm that you are subject to NY regs on your trip home. not just fishing, but also presence.

So here is the inconvenient follow-up:

For striped bass, federal waters (beyond 3 miles from shore) are closed to fishing. Therefore, there are no size or possession limits for striped bass in federal waters because fishing for them is prohibited.
