I went to a seminar last year. The person giving the seminar said the striped bass was easy to catch and fluke was probably the hardest. The techniques to catch them were the reason he said that. Now even people dead sticking catch fish. I think he was refereeing to sharpies that catch more and bigger fish.
I still giving that some thought. Some fish are tough to catch because they are few in number. Some are technique motivated, as the speaker implied. One of the easiest might be Porgy.
Thoughts?

Toughest in my area? DD Fluke. Only one (11.2lbs in 2006) in 55 years of fishing. DD Tog MUCH easier (until recently). MY DD came on a dead sticked tandem-hooked whole squid, btw.
Easiest? BSB, but as hartattack wrote, NY keepers another story.

DD fluke are even harder to find on the much Heralded Nantucket Shoals. Average fish is not close to what it used to be even 6-7 years ago. Montauk the same. Locally, a DD fluke is like winning the lottery!
