my guess would be mullet.

He kept them and cut the heads off without knowing what they were?

I was going to guess Ladyfish, but thought nobody who knew anything would not have been keeping them because of their "inedible" status...

Love playing C&R with them, related to tarpon and they like to jump just as much, whenever I find myself down in FL visiting family. Thankfully, that won't be happening much anymore as there are few family members standing down there that I have an obligation to visit...
