Hunting license renewals

Hunting license sales started on August 10. I decided to order mine by phone as I had a question regarding lifetime licenses which I will get next June when I hit 70. Couldn't get through. I did get through on the 11th and saw my credit card charged. A month later and nothing in the mail. I called and was told their outgoing mail was backed up. A week later I called again and they re-did it, said it would be in the mail but if the original requested renewal license comes after that to destroy it. Of course it came yesterday. Comparing the ID numbers everything is the same. Is it because of that little UPC-like code or that they just don't want me to have two deer and two bear tags. It never took 6 weeks to receive the new year's license before. JPD's post may be why.
