The "Rationale" was that smaller fish would have less PCBs from the GE plant and be safer to eat. What amazes me is the magic PCB remover they must have under the GW bridge that suddenly makes larger fish safe to eat...

Same illogical rationalization that MD & VA use in the Chesapeake, there are only small fish in the river during the summer so we have to let people catch and keep something...
