Question about Massachusetts Bays

Can anyone knowledgeable with fishing Massachusetts bays answer me a question regarding winter flounder? Several of my buddies have expressed interest in heading north from NY to fish for winter flounder. I remember the stories of catching big fish in Quincy during it's hay day (before the water pollution ruined the fishery). We were hoping to get some intel on whether this is a bad idea or perhaps get some recommendations where we might launch a boat or even find a charter to give winter flounder a shot? I also remember years ago hearing how water quality in Quincy Bay greatly improved but don't recall hearing anything about winter flounder. Any information would be greatly appreciated, thanks guys.
