How to Measure a Black Sea Bass

So with BSB fishing in full swing, I wanted to remind folks of the correct way of measuring them. I'm bringing this up as a friend of a friend, that doesn't do a lot of fishing was checked and while he thought they were legal he wasn't measuring them right. He was given a warning as they were close, but we're not all that lucky! Also remember that DEC upped it an inch at the last minute, so it's 16-inches in NY.
