Overwintering - a very definite possibility.

Breeding - 2 chances, SLIM and NONE since striped bass eggs need to incubate in water that has a saline level so low, it's basically fresh water.

Folks can better spend $250K on better, more realistic projects like helping bay scallops come back, etc.
