Some of the things that may keep the San Diego fleet out of there is they live in the USA not Mexico. Tarriffs, Can't compete for that price. Or the most popular in my book, they don't wish to run an (offshore) Pun intended, business. You know like "It's a nice place to visit but i wouldn't want to live there".
